Functions of Trade Unions & Impact of Globalization (7M)

Definition: Trade Union - voluntary organization of workers formed to protect and promote their common interests through collective action (Trade Unions Act 1926).

Functions of Trade Unions (Militant, Fraternal, Social):

1. Economic / Militant Function (Core):

• Collective bargaining for wages, bonus, allowances, job security.
• Protect against layoffs, victimization.
• Example: Bank unions bargaining for 12th bipartite settlement 2024.

2. Welfare / Fraternal Function:

• Education, training, cultural programs, housing cooperatives, legal aid, recreational facilities for members & families.

3. Protective Function:

• Representation in grievances, disciplinary proceedings, Industrial Disputes.

4. Social & Political Function:

• Workers' education, political lobbying, participation in policy (INTUC-Congress link), social reforms.

5. Developmental / Cooperative Function (Modern):

• Help in increasing productivity, discipline, quality circles, gain sharing - post-1991.

Impact of Globalization on Trade Unions:

Negative / Challenges:

1. Decline in Membership & Density: Privatization, downsizing, contract labour, informal sector growth reduced unionized workforce from 10% to 6%. MNCs discourage unions (Maruti initially non-union).
2. Bargaining Power Erosion: Global competition pressures cost-cutting, flexible labour laws, threat of relocation ("race to bottom"), makes unions accept concessions.
3. Shift from Central to Enterprise Bargaining: Industry-wide bargaining weakened; plant-level, productivity-linked deals.
4. New Forms of Employment: Gig economy (Swiggy), IT sector with individual contracts, where traditional unionism doesn't reach.
5. Technology & Automation: Reduces manual workforce, reduces union base.

Positive / Opportunities:

1. Transnational Solidarity: Global Union Federations (ITUC), ILO decent work agenda give platform.
2. New Agenda Issues: Unions now raise issues beyond wages - work-life, stress, gender equality, environmental, CSR, skill upgrading for global competition.
3. Professionalization: Need for more skilled, educated union leadership to negotiate with MNC HR, understand finance, productivity.
4. Alliance with Management: From adversarial to partnership - e.g., Tata Steel union cooperates for productivity for global competitiveness.

Conclusion: Globalization weakened traditional militant unionism but forced unions to evolve from wage bargaining to strategic partnership focusing on employability, social security, and competitiveness. Future unions must organize informal/gig workers, upgrade skills, and embrace collaborative IR to remain relevant.
